Letter	Dear Chairman Thompson, We are writing to express our gratitude for your work and leadership on chemical security last year. As you well know, chemical security remains an unresolved issue that continues to threaten communities nationwide. Your leadership on this issue is now more important than ever and we urge you to reintroduce a comprehensive chemical security bill at the earliest possible date. The temporary program established over your objections last year is limited in scope, duration, and may actually eliminate stronger state programs. Despite Congress’ intent revisit and pass comprehensive and protective legislation, it is clear that the Bush Administration and the chemical industry are working hard to make the temporary program the “final word” on chemical security. If they succeed the country will remain vulnerable to one of the few threats that can – in most circumstances- be quantitatively reduced with safer and more secure technologies. The recent use of chlorine cylinder bombs by terrorists in Iraq underlines the urgency of getting this policy right. The 90-ton rail cars of chlorine gas located at facilities around the country present preventable opportunities for terrorists that dwarf the harm from the smaller chlorine cylinders by several orders of magnitude. We therefore urge you to quickly introduce and move legislation modeled on the bill passed last year by your committee that promotes safer alternatives to chemical hazards and protects state and local laws.
