Statement of Maryland PIRG State Director, Johanna Neumann, in response to Gov. O’Malley touring Constellation Energy’s Calvert Cliffs Nuclear Power Plant in Southern Maryland.

Maryland’s leaders should deliver the safest, most affordable, clean and secure energy future possible. Rather than letting Constellation Energy dictate the terms of the debate, the O’Malley administration must independently assess the best way Maryland can meet its energy needs.

The same folks who brought us deregulation now want to build a new nuclear power plant in the state. Deregulation was a boondogle and a new nuclear plant could be just as risky. Before signing off on Constellation’s plans for a new nuclear reactor, Maryland’s leaders need to explore all of the alternatives and ensure that the interests of the state’s citizens are protected.

Constellation Energy and its investors should assume all the risks associated with the new nuclear reactor and no taxpayer money should be used for loan-guarantees or accident insurance. Under deregulation, powerful energy companies shouldn’t be allowed to have it both ways – if they reap the rewards, they should also bear the risks.

Nuclear power plants are notorious for experiencing cost-overruns and delays during construction. The prototype reactor for the design proposed for Calvert Cliffs is currently being constructed in Finland and is $2.31 billion over budget and 2 years behind schedule.[1] Maryland’s ratepayers or taxpayers should not be on the hook for any expenses related to the plant.

We urge Governor O’Malley to put all of the options on the table and then work to bring the most affordable, clean and safe energy future to our state.
